Alert - Important update about Act 142 (H.647) and recertification testing (07/28/10) ![]()
This guidance replaces and supersedes EMS memo of June 3, 2010 relating to the new EMS legislation formerly referred to as H.647. This new legislation, which took effect on June 1, makes a number of significant changes for how EMS is regulated, and how written and practical examinations for recertification are administered.
This updated guidance of July 28 explains that written and practical examinations are required for recertification until a new rule is adopted. Any EMTs who have filed a recertification application and submitted the required documentation of continuing education, but have not yet received a recertification card, must take the EMT recertification examination. The EMS Office will grant you an automatic six month extension of your current certification to allow you sufficient time to prepare for and take the test.
FEMA Course Offered August 20-22
The United States Fire Administration (USFA), Department of Homeland Security, is conducting a pilot course at the National Emergency Training Center (NETC) in Emmitsburg, Maryland for the newly developed 2-day course Emergency Medical Services: Functions in Incident Command System (P166).

Application deadline is July 17, 2010. Stipends are not available for this offering and transportation costs are the responsibility of the student. Housing will be provided on the NETC Campus.
Respiratory Protection Resources
These materials will be useful to EMS and other health care employers for developing respiratory protection programs for their personnel, including a fit testing program for personnel to use disposable N-95 respirators. Before the materials can be used, they must be carefully reviewed. There are specific edits and modifications that must be made by the end user for the materials to be appropriate for employer adoption.
The documents in this section include:
- Implementing a Respiratory Protection Program: A Guide for EMS and Other Health Care Providers - A powerpoint presentation encompassing the basics of establishing a respiratory protection program.
- A Model Respiratory Protection Program- Each employer agency must have adopted a respiratory protection program.
- A Medical Evaluation Questionnaire- Each employee who will be using disposable N-95 respirators must have been medically screened prior to fit testing and use of these respirators.
- Documentation of Medical Evaluation for Fit Testing- This document is the employer’s record that their employee has been medically evaluated.
- A Respirator Training and Fit Testing Report- This document is the employer’s record that their employee has been trained and fit tested to wear a disposable N-95 respirator.
- A Respiratory Protection from Airborne Infectious Agents Powerpoint Presentation- This presentation contains information that may be useful in meeting VOSHA training requirements for employees who will be wearing disposable N-95 respirator.
Vermont's Emergency Medical Services System
Vermont’s Emergency Medical Services System (EMS) is composed of approximately 180 licensed First Response and Ambulance services staffed by 3,000 certified EMS providers. These pre-hospital emergency care providers include First Responders/Emergency Care Attendants, EMT Basics, EMT Intermediates and Paramedics. The majority of our EMS providers are volunteers.
The Vermont Office of EMS and Injury Prevention is the state office responsible for EMS regulation and system development. The EMS Office licenses EMS organizations, provides ambulance inspections, administers certification exams for EMS providers and is active in system development and injury prevention programs.
